The School of Health Policy and Management was named after the “Jiangsu Provincial Medical College”, the precursor unit of Nanjing Medical University (NMU). Upon establishment in 1934, the school offered health administration, health education, and medical sciences programs, making itself China’s first higher education institution offering health management education. In July 2002, the College of Health Policy and Management was established based on the former Division of Social Sciences and the Department of Public Service Management. In November 2016, after the re-consolidation of faculties and departments, the College of Health Policy and Management became a school focused on the specialty of public administration. Currently, the school is structured with the Department of Public Administration, the Department of Pharmaceutical Economics and Management, the Department of Social Security, the Department of Emergency Management, and Nanjing Medical University Health Policy Research Center, General Practitioner Research Center, Population Health and Development Research Center, Hospital Management Institute, and Medical and Health Management Training Center. Healthy Jiangsu Research Institute, a key think tank in Jiangsu Province and concurrently one of China’s top 100 CTTI university think tanks. It is also the carrier of Jiangsu Aging Society Research Base, a decision-making consulting research base in Jiangsu Province and is attached with the Jiangsu Provincial New Rural Cooperative Medical Guidance Center. Currently, it has 37 faculty members, 16 of whom are with associate professor or above technical titles.

The school is the first unit in Jiangsu Province that enrolled undergraduate and graduate students in health service management. Now, it has public utilities management, medical insurance undergraduate programs, as well as level 1 public administration master’s degree programs, master of public administration (MPA) professional degree programs, and health policy and management interdisciplinary doctoral programs. The undergraduate program in public service management is a national first-class program and a branded major in Jiangsu Province. The school was approved as one of the first “New Liberal Arts” research and reform practice projects in China. As of December 2020, there are 450 undergraduate students and 158 postgraduate students. The school has edited or participated in the editing of 6 national planning textbooks, and has 1 state-level high quality video public course. It has achieved remarkable results in the talent training. The undergraduate students of the school have headed over more than 20 provincial innovation and entrepreneurship projects, yield a publication rate of 18.65%; won awards in 5 national innovation and entrepreneurship competitions, 6 provincial awards, and 1 First Prize in the Jiangsu Social Practice Project Competition; 2 First Prizes in the National Medical and Health Management Undergraduate Thesis Contest, and 1 Jiangsu Provincial Team Outstanding Graduation Dissertation Award.

After more than a decade of development, the school has continuously improved its overall level of disciplinary construction. The “Public Management” has been approved as a key (cultivation) discipline in Jiangsu Province, ranking 43rd in the “2020 Best Chinese Subjects Ranking” and 19th in China (Class A) in the public service management specialty ranking “2021 Best Chinese Universities Rankings—Public Service Management Specialty”. For future development, the school will stage greater effors on sharpening its featured talent cultivation, continuing innovating and gearing up international cooperation!
